Türkiye, which will host and preside over the 31st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP31) in Antalya from 9 to 20 November, has announced its National Green Finance Strategy and Action Plan for 2026-2029.

Expected to play a central role in accelerating the country's financial transformation in line with its climate targets, the strategy aims to strengthen Türkiye's green-finance ecosystem, increase the capacity of financial markets to adapt to climate risks and improve the investment environment in support of the Sustainable Development Goals.
Announced by the Ministry of Treasury and Finance, the strategy focuses on priority policy areas including expanding green-focused regulation and practices in financial markets, strengthening market infrastructure to support the green transition and increasing coordination among relevant stakeholders.
The strategy contains 11 targets and 45 actions under three main objectives: "Establishing the Infrastructure Required for a Transparent and Measurable Green-Finance Ecosystem", "Strengthening Institutional Capacity and Human Resources in Green Finance" and "Establishing Market Mechanisms to Develop Green Finance".
In its statement, the Ministry said that Türkiye's presidency and hosting of COP31 represented an important opportunity to raise the international visibility of the country's vision for combating climate change and advancing sustainable finance.

"In this context, the COP31 process will provide an important opportunity to communicate internationally the objectives and targets set out in our National Green Finance Strategy and Action Plan and to demonstrate Türkiye's commitment to the green transition," the statement said. It concluded: "Implemented in cooperation with the relevant public institutions, the financial sector and stakeholders, our strategy will make a significant financial contribution to Türkiye's sustainable-development and green-transition goals."
